Drowning Deaths and Brain Injuries

The Centers for Disease Control and Prevention (CDC) estimates that 10 people die in drowning accidents each day and that 20 percent of the victims are children.   • Placing barriers around the pool — Under Pennsylvania’s Uniform Construction Code, pools more than 24 inches deep must be enclosed by a fence or a screened enclosure equipped with self-closing and self-latching gates.
  • Having adequate supervision — Under Pennsylvania law, a public pool must have at least one certified lifeguard for every 4,000 square feet of water.
  • Limiting alcohol use near water — Intoxication is associated with many adult and adolescent drownings.
  • Installing pool suction drain protection — The Virginia Graeme Baker Pool and Spa Safety Act, enacted by Congress in 2007, requires all public pools to replace suction drain covers with new anti-entrapment drains or covers.
